What noise-induced hearing loss is
Sound is detected by tiny hair cells in the cochlea of the inner ear. Loud noise can damage these cells, and unlike many cells in the body they do not grow back, which is why noise damage is permanent. A short blast of loud sound can cause a temporary threshold shift, where hearing dips and then recovers over a day or two. Repeated exposure causes a permanent threshold shift that does not fully recover. Classic NIHL shows the greatest loss around the 4,000 Hz region on an audiogram, the so-called 4 kHz notch, and is often accompanied by tinnitus, a ringing or buzzing in the ears.
Occupational noise in Singapore
NIHL is a leading occupational disease in Singapore, especially in high-noise sectors such as construction, manufacturing and the marine and shipyard industries. MOM data has shown noise-related hearing loss accounting for a large share of confirmed occupational disease cases, and in the first half of 2025 noise-induced deafness made up around 60 percent of occupational disease cases. If you work around loud machinery, generators, pneumatic tools or engines, you are likely in a noise-exposed role and entitled to the protections set out below.
MOM and WSH noise rules
The Workplace Safety and Health (Noise) Regulations set the legal limits. The permissible exposure limit is 85 dB(A) as an average over an 8-hour working day, and the peak level must not exceed 140 dB(C). The rules use an energy-based 3 dB exchange rate, meaning that for every 3 dB increase in noise, the safe exposure time is halved, so 88 dB(A) is safe for only 4 hours and 91 dB(A) for only 2. Workplaces where 10 or more people are likely to be exposed to excessive noise must submit a noise monitoring report to MOM. Exposure counts as excessive when it exceeds these limits without hearing protection.
Your right to hearing tests and compensation
If you are exposed to excessive noise, your employer must arrange audiometric testing: a baseline audiogram before or within three months of starting, then an annual test, carried out by or under a Designated Workplace Doctor who reports abnormal results to MOM. Employers must also run a Hearing Conservation Programme covering noise assessment, controls, hearing protectors, audiometric surveillance and training. NIHL is a notifiable occupational disease under the WSH Act and is compensable under the Work Injury Compensation Act (WICA). From 1 December 2025, MOM updated and aligned the occupational disease lists under both Acts and renamed noise-induced deafness to noise-induced hearing loss. Preventing hearing loss at work
Prevention follows a hierarchy of control. The best fix is at the source, using quieter machines, enclosures and good maintenance. Next, controls along the noise path, such as relocating or isolating noisy equipment and using sound-absorbing barriers. Last, at the worker, by limiting exposure time, rotating tasks, and providing hearing protectors such as earplugs or earmuffs. Protectors should reduce the noise reaching your ear below 85 dB(A) and must be worn correctly and consistently to work; even brief unprotected exposure in very loud areas adds up. If you notice muffled hearing or new ringing after a shift, tell your supervisor and seek a hearing check.
Protecting your hearing outside work
Loud leisure noise matters too. The World Health Organization estimates that over a billion young people are at risk of hearing loss from recreational sound, including personal audio devices. Sounds at or below about 70 dB(A) are generally safe even for long periods, but prolonged exposure at 85 dB(A) or above can cause damage. A simple habit is the 60/60 rule: keep personal-device volume at or below 60 percent of maximum and take a break after about 60 minutes. At concerts or clubs, move away from speakers and wear earplugs. Because NIHL is permanent, these small habits protect your hearing for life.
